Why can we compost rotten meat but not pet waste?

I don't get the magical composting in Portland. I mean, I love that we can "compost" so much stuff (meat? How does that compost?) but then there's weird stuff that shouldn't be any weirder/harder like paper plates and compostable plastic takeout containers. And if meat, why not pet waste?

Anyone know what *actually* happens with the stuff we're cramming in the green bin, and what's with these arbitrary-seeming exclusions?
